Other universities included in the top 10 are Gilan University, Al-Zahra University, Razi University, Iran University of Science and Technology, Allameh Tabatabee University, Sistan and Baluchestan University, Qom University of Technology, University of Agriculture and Natural Resources of Gorgan, and the Comprehensive University of Applied Sciences.
According to the Public Relations Office of Yazd University and the Ministry of Science, Research and Technology, the development of the country requires the participation of research and technology centers in all economic, social, industrial, and cultural spheres. Some argue that one of the reasons for unemployment and, more importantly, the low productivity of the workforce, is that university graduates have not been trained in the skills required for the job market. As a result, various measures, such as organizing internships and apprenticeships and practical skill learning sections in universities, offering demand-driven elective courses, and increasing non-credit training, can enhance students' abilities to enter the job market.
Due to the specific conditions of the country and the problems of economic, environmental, and social issues, there is a wide need for the participation of universities and research institutes nationwide. Accordingly, appropriate programs and actions are needed for the effective and useful presence and participation of universities, research institutes, and technology centers in the country for the development and improvement of the country's conditions.
The Transformation Plan for Cooperation between Universities, Research Institutes and Technology with Society and Industry was approved in 1999, with the "promotion of vocational and professional skills of university students and graduates as a skilled and job-seeking force in the country's labor market" and the "development of vocational training in line with the needs of the labor market through cooperation with executive agencies" being among the main goals of this plan.
The issue of organizing vocational training and apprenticeship courses for students and continuous monitoring of the employment of university graduates has been emphasized in upstream documents, including the "General Employment Policies issued by the Supreme Leader on the training of skilled, skilled and efficient human resources in line with the needs of the labor market", "the emphasis of Article 76 of the Sixth Development Plan on increasing the share of vocational training in the country's educational system", and the "Comprehensive Employment Plan approved by the Headquarters of the Resistance Economy and the approval of the Comprehensive Law of Technical and Vocational Education and Training in 2017". Accordingly, the Ministry of Science, Research and Technology's Industry-University Relations Office has also been working since 2017 to organize and develop vocational training courses in universities, research institutes, and higher education centers.
